1) I am affiliated with the USG. How do I get RapidRote?

I only know how to answer that question if you're in the US Navy. If you're in the Navy, log on to NKO (Navy Knowledge Online). On the main page you should see five (5) yellow boxes. Look at the second box. The last option says, "Transparent Language". Click it, and you should be redirected to the Transparent Language website. You should automatically be logged in, so scroll down to the RapidRote section and download the program.

1.1) I see the five (5) yellow boxes on NKO, but I don't see "Transparent Language" in the second (2nd) box.

Search NKO for "Transparent Language".

1.2) I'm not in the US Navy so I can't visit NKO, but I still want to download Rapid Rote.

Inform your chain of command. They should be able to help you get the program. When they help you, let me know how they resolved the problem so I can add it to the FAQ.

Just use BeforeYouKnowIt (BYKI).  It's basically the same.

2) I'm not affiliated with the USG in any way. Is there any way I can get RapidRote? Is there any way I can make use of these lists at all?

I recommend downloading BeforeYouKnowIt (BYKI) instead. The authorization to distribute RapidRote isn't with me. Transparent Language is the creator of the program.
